I would agree with you, this does sound like a temperature issue. It would be worth trying to bootup with only the basics, MOBO, CPU, RAM to see if this makes a difference.

You also may want to try a different PSU, see if it makes any difference.

Well if you're checking the temperatures in the BIOS then first run the computer as long as possible and when it comes to restart, then enter the BIOS for temperatures. When you're checking just after turning it on, the CPU will not be very hot (yet).

You might want to write up a tutorial explaining which utilities to try and the correct way to go about checking your temps.
