Can I change the Title of my own thread, or is that restricted?

I noticed I could put a different Title on a NEW message within a thread, but it didn't affect the Title of the thread. Is that "permission" restricted to Moderators?

I've noted some messages that say "Mark this one answered" or words to that affect. By that, I surmise that this is a restricted "permission". Or, do I have that "permission" for my own threads? If so, I would I do that for my own thread?
