i have a file that i deleted but used Restoration software to get it back now the file i need is encrypted and i can not open it it is a POA file any sugestions?

Encrypted, how would it become encrypted? The only thing that can encrypt a file is encryption software, in which case, that same software should be used to decrypt that file.

Are you sure it is not corrupt?

When a file is deleted, only the pointer to that file is deleted, the data is left where it is, until another file is saved in it's place or partially overwritten. How quickly this file is overwritten depends on a number of factors such as where on the disk this file is saved and how badly the disk is fragmented. Often, if the disk is used between deleting and restoring a file, it may not be retrievable, only part of the file can be retrieved or may appear corrupt.

What should happen when deleting a file, if there is no recovery software already installed, the disk should be removed and put into a PC that does have recovery software.
