Press Start > run and type in:
gpedit.msc

Then go to User Configuration > Administrative Templates > Control Panel > Display > Set "Prevent changing wallpaper" to disabled, or not configured.

I haven't taken a look at their reg file to see if they are similar to what you and I have already tried, but it has seemed to work for many.

It seems that we are not really cleaned up yet.

Download ComboFix from Here or Here to your Desktop.
  • Double click combofix.exe and follow the prompts.
  • When finished, it shall produce a log for you. Post that log and a HiJackthis log in your next reply
Note: Do not mouseclick combofix's window while its running. That may cause it to stall.
