Default random CPU slowdowns

my computer has been suffering from a almost random cpu slowdown for a realy long time now i dont think its compleatly random couse usualy when it starts i do something like shoot a bullet in cs or just open a link in firefox but i happens more frequently in more requiring programs my friend says its a virus and i think so to but neither antivir nor kaspersky can find it

i realy cant remember when it started but it looks like it is related to the cpu in some way becouse when i look at the task manager things that usualy take sub 2% cpu are at 20-30% cpu things like task manager, video playback, internet browser and even music playback and when it happens everything manages to be slow even simple exploring and web browsing, opening a single window can take more than 10 seconds

im running a pentium 4 prescott processor at 3 ghz(stock) with an ati radeon x850 PE agp

i re-formatted my computer but only the local disk and not the 3 storage disks and the problem persisted

if you want me to post anything like a hijack this log or something equivalent just say so and i would appreciate any help if not a solution just a small list of possible viruses would be great

also excuse my bad grammar and spelling english is not my language

First off, how much RAM do you have. If you only have 128 MB ram or less, that is your problem. It could also be something to do with your motherboard or even the CPU. Download CPU-Z and we will find out if your CPU is running at full clock. CPU-Z - Free Software Downloads and Software Reviews - Download.com
Download it and run it, and post what it says for Specification and Core Speed.

i am currently running my computer in safe mode becouse she just chrashes after 1-10 minutes if not in safe mode and i am about to reinstall windows but im still going to reply...better late then never :P

here is my cpuz report it is originaly a html file so if it is all f***** up just change it to whatever.htm

that is not going to be a problem, i have 1 GB of ram but i have been overclocking my processor for quite a while and i put it back to normal about a month ago saying "who am i fooling 16 fps isnt any better than 14 at minimum quality in any game" but i think it started before i overclocked my cpu for the first time, im not shure though

i have a feeling that this has something to do with my GPU its a ati radeon X850 PE AGP(making my computer the ultimate example of cpu limitation)
