My desktop background has been changed to a webpage showing a spyware remover warning. I have used spybot, adware, cws shredder to try to eliminate the problem. Although there are many spywares detected, I fixed them all but the problem still exists.

It may well be that a bit of spyware has hi-jacked your desktop thru Active Desktop, so probably best to start with the simple things first. Try this:

Open the Control Panel.
Open Display Properties.
Click the Desktop tab.
Click the Customize Desktop button.
Click the Web tab in the Desktop Items window.

Disable Active Desktop - make sure all checkboxes in this window are un-checked.
