I looked through the tweaks site for more...
then went to MS-- a setup "paper" for best practices says if you are on as Admin-- it should only ask you for 'permission'.
I am not running Vista-- but I would say-- there may be something corrupted in system.
There are updates available (already)-- have you tried Windows update?

I'm as updated as Vista will allow. It won't allow manual updating like XP does.
