Default overheating issues

hello i have a p4 3.0ghz 512mb ram all standard graphics and sound.my problem is its overheating and just shuts off i have noticed that when i switch it on the fans run normal ie fast but when xp loads in my neon fan starts to flash then flash slow the cpu temp was 71c-74c on the bios the fans work fine as soon as you boot up they slow down considerabely.its a new install of xp and theres no other issues with it,ive taken the chip off and the paste is fairly dry but the system is very new ie all clean no dust so im stumped cheers in advance if i hold a large houshold fan over the opewned case it stays cool and on is it possible to remove the molex connection and somehow bodge it to my spare atx power supply to c if the power supply is at fault.another thing ive noticed is when the pc boots up into xp u can hear the speed drop of the 3 fans cheers

Hi welcome to PCHF... and sorry for the delay in answering your post.

Need more hardware info-- some motherboards now have active fan-speed controls...PSU could be weak, etc. For now... I would suggest running with case opened and a fan blowing in-- it won't take long for damage at 71C-- that's at the upper end of tolerance-- though P4's do have some built-in thermal protection.

suggest-- when you repost-- go into "User CP" "edit options" --scroll down the list.
List all your hardware in the spaces be sure to list the Brands and Model Numbers
-- at the top-- there is an option to "allow others to view my specs"-- click on yes.
It saves a lot of time between posts if while you check something I can go look up your motherboard manufacturer's site and read the manual.

You can also list your OS...all this is a great time-saver for us-- we can view everything quickly to refresh our memories... as we are all working multiple threads at once.
This would be automatic from that point on-- so if you have another problem six months from now-- we can instantly know what you have.

Note: if you click the arrow next to "my PC" above you will see what I mean.

just an update on this ive just replaced the power pack with a new one and its still the same.its the slow running fans that are the problem i think but when on the bios they run fast anf light up but when the pc goes on to xp then the fans slow down even the processor one and instead of a constant light they appear to be flashing.theres 3 fans in total

There are fan-speed controls built into the BIOS on that motherboard-- which could be disabled manually-- see if that makes a difference.
You would have to reboot into the BIOS / make the adjustments / reboot again normally/ seeing if that makes any difference.
Something seems to be interfering when Windows finishes booting-- but unless there is special hardware or software installed... Windows itself will not touch fan speeds.
