Default PC Won't Start

I am working on a HP Pavilion 762n. When you plug in the cord to the power supply the LED lights up. When you push the power button on the front of the case the case fan spins for about 1 second then stops, the LED goes out and you get a high pitch sound that goes away in about 5 seconds. Don't know if its the Power Supply, or maybe the Mother Board, Or . Any help is much appreciated.

Hi welcome to PCHF it sound like it could be a Power Supply Unit issue is the high pitched sound from the PSU or the mainboard? If a compasitor is failing they can make that sort of noise but also if the mainboard has a problem is will beep in a sequence to tell us whats wrong can you tell where the noise is from?

I can't tell exactly where the noise is coming from on the board. I don't get any beep sounds at all.
