Question possible underpowered +12v rail

hi there
been having probs with my new build, its a monster and am gutted to be having probs.
specs
evga 680i p30 bios
qx6850 extreme
4gb ocz 1066 sli ready ram
1kw enermax galaxy psu
2 x evga 8800 ultra superclocked silent
cpu cooled by swiftech watercooling
2 x 150g raptors
1 hitachi 160g hd

ok probs i've been having are lock ups in graw, dungeons and dragons online and now bioshock, it happens sporadically, sometimes ok for an hours play, sometimes gone after 10 mins.
been in contact with evga and he said to check the voltage on the +12v rail.
did as asked and it shows 9.82 at idle, this seems very low to me, but am unsure.
is this too low and should i rma the psu?

oh wow. yeah, that is a horrible voltage. it falls out of spec at about 11.30 volts.. eeeehh... try taking out 1 graphics card and see what it says. you have a very heavy duty load there. but it does sound like your power supply is indeed bad

Before you RMA the power supply BornSlippy5, check the voltage out of the wall socket. Make sure that is what it should be. Also if you have the PC hooked to a cheap or old power strip, Move the PC off that...If those check out the yes...It's time to RMA...

plugged direct to wall, no 4 plugs, had cupboard built special with 4 x 2 plug sockets for all the bits n bobs.
have tried switching off other non necessary equipment on circuit and no change on the voltage.
rma it is i'm afraid.
bugger and doh!
can't be without pc so am buyin a new psu wil rma old one and when old one arrives back fixed check out ebay for a bargain....
