Default Low voltage reading

Well as the thread states im having a problem with the voltage readout in the hardware monitor section of the bios. It will read sometimes 1-1.5 volts low and will be highlighted in red. My specs are as follows:
Amd athlon 64 3000+, asus a8n-sli ACPI, Im using a sapphire ati x300 video card because i switched out the g-force 6600 to see if it helped.
have 2 512 sticks ddr ram, liquid cooled, an hp vs15 flatscreen lcd monitor.

To go further into my problem I first noticed the lack of power when my computer went to a message stating "Monitor status abnormal, check voltage, fan speed, etc." So I checked and found that out. But is it a power supply problem because there is more to it, it will tell me to hit F1 to continue, i do and it will instantly restart. Sometimes when i hit F1 it will continue only to get to the message "windows did not start up continue normally or last good config. I do normal, sometimes it will go to windows loading screen. It seems to take awhile like it isnt working but keeps trying to load windows, then the monitor will go to sleep real quick and either restart or show the mouse arrow followed by the rest and itll be good. During games it will randomly restart, sometimes when i start the computer the screen will stay off while cpu still makes beep to let me know off error message. If i turn the screen off and on it will say no vga input and go back to sleep. I have AVG 7.5 ran scan, clean. Have Comodo firewall, and spywareblaster. Used Belarc Advisor. So I dont think it is a virus, matter fact i know its not because it started doing this before i had the internet on it. Oh, i also have ran Dban erased HD and reinstalled the OS. To no avail. Which is why I think its hardware related and is why im here now in a Hardware forum looking for whats goin on. If there is a diagnostic program i could run and send to you plz post a link and help me through this cuz im alone in an ocean with help on this. Sorry to add this in the end but i just remembered I keep getting a click sound like im selecting ok or something not from the cpu or mainboard or anything, a sound bit playing. Every now and then but always reoccuring (Never stops) and as i was playing a song or even a programs startup noise, it would automatically slow down and speed up and sound all distorted. Dont know if that would help u all but it shouldnt do that, Im not a DJ. lol

in the BIOS, which voltage is low, there should be several. the Vcore (CPU core), the +12V, the +5V, the +3.3V, the +2.5V, and posssibly a +1.5V. Which one is low, and how low is it?

yeah there is 12,5, and 3.3, to be honest i have seen every one of them low and i think 2 at the most at once. Ive seen them as low as 1.5 volts below and on RARE occasions none will be low and no error message will appear it boots like normal.
