If you can't apply power to your computer, you may want to manually cause your BIOS to reset to its factory configuration. This can be done by removing your CMOS battery. Take a look at this link -

This action might enable you to power up your computer.
The location of the application that might have caused thise problem is probably located in the Control Panel. It's called "Power options". Specifically, what you might have done to cause your computer not to power up, I do not know. I have never seen an option to make a computer do nothing unless some program you may have installed put that option in the Power option application.
