Question Power-up/power-down lags

Some time ago when going on holiday I disconnected my desktop box and ll its peripherals from the mains supply. After I returned the ****** thing had developed an eccentricity which I've been working around. Not urgent, but I'd appreciate any comments.
If I use normal shutdown procedure, the machine reboots spontaneously after about 10 minutes. If I shutdown and turn the ps mains switch at rear of the box off and back on immediately, it takes about 10 minutes before the front panel switch is once more useable.
If I use normal shutdown procedure and then switch rear panel ps switch to off, wait 20 secs and then swich it back on, the next time I return to the machine it immediately powers up from the front panel as it always used to.
Where are these settings cached??? I have not messed about with the BIOS at all and anyway I can't see anything in the BIOS that relates directly to this problem. I've played with the control panel power settings experimentally and have reverted to the default "home/office" mode - no setting seems to have any effect on the problem.
I do recall that something similar happened with some Tulip boxes at my workplace a few years go and we had to replace the power supplies.

If you have reset all the parameters to their default states and given your prior experience with this problem, perhaps the same solution will also apply. Sometime the most obvious solution is the best. Recommend getting an UPS (Uninterrupted Power Supply) with your new power supply (if you buy one). It could save you from future PS failures.

Hi Gandalf
Now I'm in a pickle as the box won't power up at all. To make matters worse, I think I may have (as a last irrational resort) have set the control panel power settings to "power button - do nothing" option. I'm happy to replace the p/s but is it possible that even with a replacement the "do nothing" option is retained somewhere? And if so, WHERE? Nobody seems to be able to answer the question about just where the logic resides (ie in the original problem as described above as well as the current one).
Anyway now I have a pc that's got a good os, no malware problems, in fact just perfect apart from the fact that I can't get any power into its circuitry. Any additional thoughts?
BTW I don't really need a UPS as the box spends lots of its time powered down. In any case I have never had any problems with sudden power loss, just the symptoms described above.

If you can't apply power to your computer, you may want to manually cause your BIOS to reset to its factory configuration. This can be done by removing your CMOS battery. Take a look at this link - http://www.hardwaresecrets.com/article/81. It will show you what the battery looks like.

This action might enable you to power up your computer.

The location of the application that might have caused thise problem is probably located in the Control Panel. It's called "Power options". Specifically, what you might have done to cause your computer not to power up, I do not know. I have never seen an option to make a computer do nothing unless some program you may have installed put that option in the Power option application.

Sometimes people don't trouble to read what's already been written (and I do it too!) I referred SPECIFICALLY to a setting in the "Control Panel/Power Options" in the post preceding your last one, so it's a bit pointless telling me that this exists. However, the orginal problem - reread first description in my initial post - had nothig to do with these settings which remained at the defaults!
There's not much hope of solving any problem unless we/you take the trouble to read the symptoms which - in this case at least, I hope - have been carefully described.
Another question in relation to removing the cmos battery. This computer is configured with RAID 1 (mirror) drives. What happens if the BIOS configuration is reset to defaults?

Another afterthought. gandalf, your last post implies that the control panel settings write to the BIOS. Is this so?
