It is possible your motherboard might have a chip that has become heat sensitive.
If you could provide an exact wording of the error message, that would be of help.

Access to the BIOS is usually by pressing the DELETE key during bootup. However, I do NOT recommend you doing that. All those things you referenced to, Power Supply, Fan, etc, are things that, unless you are a technician, I would recommend you take into a good computer repair shop for service. I note that you live in the states, so you have no shortage of shops to take it to.

The BIOS is not something that usually goes bad. If it was working before, then leave it alone. You are more likely to make your computer worse by changing a value with the BOIS.

If you needed an operation, would you ask your neighbor to do it? No, you would go to the doctors. Well, from what you saying, I think your computer needs an operation to get better. Take it to a computer "doctor".

Well, that is my recommendation to you. Good Luck.

If you want to reinstall Windows XP Basic, then you need a good Windows XP Basic Installation CD. You might try the Restore Point process before resorting to reinstalling Windows. Check your Help files for "Restore Point" for the procedure. If you still need help, reply to this message.

One of the Staffer's here might be able to interpret your error message, but it doesn't look like it is complete.

Good Luck...
