As for google, won't they just see my site and say, oh I remember this one, I declined him, I'll do the same thing again?
Did they give you any reason for the rejection? If so, it would be worth your while to look into their comments. If not, then I would just keep working on my site, and reapllying, with a request for comments if possible.

My suggestion to that is to continue to work on your site. Every month, resubmit your application. More often than that would probably not do you any good, that is a form letter, generated by a computer. You aren't being looked at by individuals yet. Keep at it.
