The reason is, becuase all the buttons and items you can use, it seems possible

Unfortunately, because of the type of programming language VB is, a high level language, it is impossible to write an operating system using it.

If you really want to write your own operating system, you'll have to learn a lower level language like Assembly or C.

1. VS Express is way no powerful or library-loaded enough to make anything that big, and
2. VS usually depend on .NET frameworks and requires them to be installed. Since this is very OS specific, you might have to have Windows installed in order to run your program, so... yeah =3
