Go here and read this article from the Elder Geek on how to do it. Be careful as it's easy to bork your operating system if you stuff up...

Change Text on XP Start Button

I'm aware this has been marked as answerd but i thought i would mention that some common trojans let you do this. I seem to recall netdevil having this or a similar feature for abusing victims.
Of course you shouldn't be doing that to other people but you could install the server on your own pc and do it to yourself :-)

You probably shouldnt install trojan backdoors on your own computer though... so dont :-D
