I have an AMD Phenom II X4 945 3GHz Processor and a Gigabyte MA790FXT-UD5P motherboard.

in the bios, the processor is "auto" set to 3.2GHz
windows recognizes it as 3GHz
on my newegg order, and on the box, the processor says its Socket AM3

My windows experience score for the processor is a 3.6 (while a friend has a score of a 5.9 on a AMD dual core 3GHz)
according to CPU-Z, my processor is Socket AM2+ (940) and that my core speed is ~800MHz

This 800MHz speed remains the same whether "Cool n Quiet" is enabled or disabled in the bios. (Cool n Quiet works well on a friends computer, dropping his core speed to 1GHz when his computer is idle, and bringing it up to 3GHz when the processing power is needed.)

On gigabyte's website, it says that this motherboard is not compatible with socket AM2+, and that it only works with AM3, which is why I specifically chose the one that was AM3.

Motherboard: (GIGABYTE - Support&Download - Motherboard - BIOS - GA-MA790FXT-UD5P (rev. 1.0))
CPU-Z freeware: (CPUID)

There might something wrong with how CPU-Z is giving you information, I don't know specifically how it gathers it. The 945 is definitely an AM3 CPU. If it was AM2+ it would physically not fit into that motherboard.

When you open CPU-Z, it says the CPU is at around 800Mhz because it will not always be running at it's rated clock speed, this is to conserve energy. If you want to see it, stress the CPU with an application while you have CPU-Z open.

Have you been having any problems with your computer?

I used prime 95 to stress it and it remained at 800MHz, most games utilize most of my CPU, and I have been having issues where my computer seems slow at times.

updating the BIOS fixed the issue. although that somehow took 4 trys.

That's good. If I had that kind of hardware, I know I would also want it to run at it's best.
