Question Help Comparing PC's

I'm pretty new to all this stuff. I know how to use a computer just fine, but when it comes to the specs, it's like chinese to me.

Anyway, I had an old PC that I had for about 4 years, my dad picked out each piece of it and we built it. Two days ago the video card weird and the whole system just wouldn't boot up anymore. We got a new PC. But it s already showing all kinds of problems (haven't even had it a day) and running like a slug, I hate it.

My old PC: (I copied this down a few weeks ago, when looking at specs for a video game)
Processor: Intel(R) Pentium(R) 4CPU 2.80Ghz (2 CPU's)
Memory: 1.00GB Video Card: Radeon 9800 Pro (128MB)
Motherboard: Asus P4P800

New PC:
Processor: AMD Atholon 64x2 (4400) 2.30GHz Memory: 1.00GB
Video Card: Radeon HD 3650
Motherboard: Asus M3A
Power Supply: TR2-430W

Is my new PC any better than my old one? I'm really not good at this. Thanks

Yes it is, but i recommend these instead.

He's in Canada. Newegg only ships to the US, Atleast for now.
