Possibly, but i dont recommend it. It will dramatically shorten the battery life. This is how Intel Speedstep works. When the processor is idle, or not under much load, (like using the internet) it will clock down to 1200mhz by lowering the multiplier. When you start using programs that use more (about 50% of
CPU usage) it will increase the multiplier automatically, taking the processor back to 1.6Ghz. Its a power saving feature, and it also increases processor life by lowering temperature. I dont recommend disabling Speedstep, even if you can.
