Unhappy P4 3Ghz running at 1.5ghz?

Hey,
I've just bought a P4 3 ghz to upgrade my celeron. I put it into the computer as per dell instructions but my bios is telling me its a 1.5 ghz processor! My system info recognises its a 3ghz but I ran a cpu speed check and it is running at 1.5 ghz.
I was wondering if it was an overheating problem as it didn't come with any extra heat gel and i didn't scrape the 1/2 that was on the old cpu off and smear it on the new one! There was some left on the bottom of the heat sink.
Anyway, I tried to install motherboard monitor but I don't know what my motherboard info is.
So: 1) Am I missing a setting somewhere?
2) Should I get some more thermal gel?
3) How can I find my motherboard info?

that could be it. If you put it into a Dell, what model is it? It is possible that it is overheating, the motherboard might not support a faster FSB. out of curiousity, what model of P4 is it? Is it a Prescott (socket 775), or a Northwood (Socket 478). And What is hte model that you took out of the computer?

Ah ok, its a dell dimension 2400. Its a Northwood P4 and the one I took out was a Celeron 2.4 ghz.

I cant find much information on the maximum specs, but it seems that it doesnt like anything with a Clock of above 2.8Ghz, but i cant fathom why it would run at only 1.5. I reccomend purchasing some Arctic Silver 5 Thermal compound, clean off hte old stuff using rubbing alchohol, and a lint-free towel, and apply a thin layer using some type of card. (old credit card, or if you have any from your kids (my bro and sis) pokemon cards work great too.
