Default Pentium4, prescot, 3.2GH-Overheating

For last 3 years I bought 2 Systems with Pentium4, 3.2GH, Prescot, which goes just in start-up to 65 degC. I have discussed it in so many Forums. Found one ref in a vendor's of UK Website with some gentleman's remarks "Too-Hot" with a complaint about Intel not heeding to his complaint.
I have the same problem in Pakistan with my both CPUs & Intel people., not listening to the vendors' complaint.
I think that the Cooler supplied with the CPU is of poor quality [ie Thermal Specs]
as the fan is running @ full speed 3600 to 4800 RPM @ I can feel the speed by the fan's niose.
I have checked & done all the measures to keep it cool by refreshhing Heat-sink compound, adding an extra fan on the back of ATX-Casing to exhast air from top of CPU, etc.
Can any one help

Hi welcome to the forum I have noticed this problem as well do the PC's have the intel 945 chipset? I have had a few with this problem to I asked my wholesaler is this was a common problem and he said his one at home was the same it ran hot. I think he new there where some issues there but would not admit to it. I ended up changing the mainboards and they all work well now and run much cooler.
