I have accessed the BIOS but there's no option to change the first boot sequence. I have also tried repairing windows what command do i give ... C:/?

I have never seen a bios yet where you cannot change the boot squence.
Have a look under the advanced section Dennis like in the shot below.

When I had problems with Safe Mode in two places I worked, one a bank, one a laboratory, it was because of some of the drivers missing, so some of the configuration files were corrupted, Safe Mode would temporarily fix the problem, but until the drivers were re-installed, it kept happening at different times. It only goes into safe mode when it finds problems and then gives you the option of do you want to fix it or just complete safe mode boot up. Having Safe Mode come up all the time means you DO have a problem.
