if memory serves correctly, and you may want to read up on this, the fsb can be multiplied by the processor to actually perform at a higher rate than what it is running at; this is not overclocking, this is more standard operating procedure. If you look at the fsb by itself, it will generally give you a lower number than if you look at it as part of the system.
Mind you, that's from the ol' A+ days, and that was a bit ago, so I could be slightly off in that regard....but I think I'm pretty close.
