When i start my pc up my fan runs like 2 seconds then stops and i need to push it with my fingers to get it running and it only goes to arund 600rpm without a big fans help well my processor is 57+C

Probably time for a new CPU cooler...they do wear out.

Its brand new...But it does spin on its own when it reaches 45C which is too high for comfort.Is their any way to get it to spin at a cooler temperature?

45C is not a bad temperature for a processor. But of course your cpu fan should start as soon as you turn your computer on.

Some makers have BIOS-level fan controls built into their mobo's-- in the interest of reducing noise-- they are all tied in to the Sensor chip-- perhaps this is the case here. The fan would not start until needed.
How reliable is this? I have no clue.
To know for sure-- I'd have to see a manual-- the website's a pain to use.

I think i got it to stay around 50-56C.Im using a 1ft fan to cool the surroundings.

50-56c is certainly not bad but it's not excellent either.
