Get some canned air and do some wire management.

Check for dust build up and as Lebowski said, check no wires are in the way.

its brand new...not even a speck of dust.How many rpm should it be at?

It doesn't matter, it should be a controlled fan, it'll spin faster as it gets hotter.

Did you put thermal grease on there? You got any case fans?

Yes i got 4 80 mm case fans.I used the stuff that it came with.Its not the grease though. After playing halo a bit and reaching 70C the heat sink feels 150degrees Fahrenheit.Also the thermal grease was perfectly intact.

Hmm, you should get some arctic silver and use that instead of the stuff it came with, also reseat the heatsink make sure it's contacting properly.
