First, I am new to the inside of the computer but trying to learn. Should the CPU fan ever shut off because on my computer the fan is always running and i wandered if it is supposed to do this or if something is wrong.

If your fan shuts off, then you can worry .

If however, it is exceptionally loud or screatching, you may want to address that, it could be dirty, or in need of replacing.

Fan should be constantly running, they don't stop because it is cool enough and then start again when things warm up.

If your fan is covered in dust or any where else in your computer is dusty pick up a can of compressed air and blow the dust out.
