Your cpu may be throttling back when all of the processor power is not needed. Normally it would be more of a difference than this, but its worth a look. If your MB and bios support CPU Throttling, look in the bios for it and disable it to see if thats it. If you constantly monitor your system, you would probably notice any temp changes, cpu throttling can be activated by rising temps too. As Stepes said , this normal for most laptops, with desktops it depends on the MB and bios whether you have it or not.

i looked in the BIOS for it, its not there, also, my mainboard does not support system temp monitors anymore. The only component that registers a temp is teh HDD. I dont know if it supports it, but it should not be running hot, and it wouldnt know if it was anyway. I got a new fan and heatsync, from a AMD XP +2200, much better heat absorbtion, and a Copper CPU plate, and a high output fan. It should be running very cool unless constatnly under max load, it gets a little warm, but nowhere near the 170 somethin degrees for the max temp. I cant turn it off anywhere that i can find. What worries me is that it still slows down a bit when running IE 7 and it runs on average 75% CPU usage with all my programs. I would like to turn it off, i like to keep it running as fast as i can. The strange thing is it didnt do this before. its a relatively recent thing. No, it is a dektop. It is the computer under my profile "my PC" thing
