The key you need to press at that boot screen is "delete."

When in your bios go into Advanced > Hardware Monitor. The 3 categories are listed there: CPU Temperature, Current CPU fan speed and Current system fan speed.

List the values here please.

cpu temp= 44C
current cpu fan speed = 3298 RPM
current system fan speed = 0 rpm

The temp and speed of the fan look fine. Have you a loose power connector?

Check the power cable that goes into your PSU and the connector on the motherboard itself. Your power supply unit could be faulty too
