on the phillips part, it says "FM1236/F H3" there is other information too, but I'm not sure how much of it is relevant

I am finding no drivers for this tv tuner at this moment.

Although could you try this:

Go to windows update and choose custom install not express when the options appear and see if that will find the driver for you.

I have been reading problems about this card though.
