Default No dial tone

OK, this place has been great but here I am again back setting up
a Dell Dimension 4600 running XP Home (it's new to me lol).

It has an ethernet card and is set up for a cable connection but I'm currently stuck with dial up. I purchased a US Robotics external USB modem. The installation went fine and the software installed no problem.
The problem I am having is I can't get a dial tone.
The unit has a power indicator light so I can tell it's powering up ok.

Last time I was here someone asked if the phone line was a muti line jack.
It was so I thought that was the problem. I then installed a single line jack
but still no dial tone.

Any other ideas what could be wrong?

Let me also add all the cables are new and the phone line has a dial tone when plugged into my old computer.

Is it possible the computer is opting to resort to the old network connection which is not set up now?
