Default Strange Problem Here

Hey all.
I am having some issues with my main computer that I haven't ran into
before. Before I stated what it is let me say thanks for having me here and that I am not sure if the
problem should have been posted here or in another area, if I am wrong please forgive me.
I have installed Windows XP Pro. (with and without full updates) and Vista Ultimate (With and without
full updates) and I get the same problem every time which is why I was prompted to post it here in the
Hardware area.
What is happening is a bit hard to explain on one part, when I have a window open, lets say the add /
remove panel and I click on an item to remove (uninstall) it, the window (dialog) that opens up, is sent
to the background. That happens in a lot situations where it shouldn't, I also have a problem with the
sound volume, I can't adjust it, I click the tray icon to do so and when I raise the volume it just goes
right back down. I have installed and uninstalled everything I could think of and as I stated before I
have even done complete wipes of the HD and reinstalled the Operating System and even went as far as installing
different Operating System and still get the same problems.
I am at a utter lose here and sure could use some help, thanks in advance for any that is offered.

Sys Spec:
AMD 64 3000+, 1.5 (Patriot) gig ddr 400 ram, nvidia n6600, xp/vista on a Soltek SL-K8TPro-939

Hi Slim, welcome to the PCHF.

To be honest, I've seen that kind of behavour before...and I have no clue how I fixed it
It's almost as if you've got ALT+TAB pushed at the same time...

First thing would be to update your motherboard drivers, and then try installing software for your keyboard and mouse...(try download these off the net rather then use the ones provided on CD...as they will be out of date).
