I am able to go to Safe mode but after it loads all the drivers even in safe mode it gets stuck at the point where it says "loading your personal setting" and keeping looping there. so basically i`m stuck after the windows logo screen.

Do you have a bootable disk? CD or floppy? You could try a chkdsk /r command to check the disk for issues and repair if possible.

the sfc /scannow command - you should have your Windows OS *original* CD available for this. If the sfc command finds missing or corrupt files, it will need the original CD to access in order to replace or repair.
