Default Help can only get into safe mode

Hi,
Computer takes hours to boot up.
I cant install or run avg, sptsweeper, or CA anti-spyware in safe mode.

from what i can tell it is only weatherbug that shows up
I scanned with an old version of adaware that was already on the computer and it came back clean

What else could be causing the computer to be running at 100% processor speed????

OK Here is my sad norton story:
I contacted norton and they said if i uninstalled it and i still had problems with the internet connection, it was not their issue I was to call Dell. They are all 6 year old dell Dims.4400
I told them that I have all the intrusion settings on all the virus, and firewall and norton did not find IBIS,win32:hybris win32:magistr, wintools.
websearch tooolbar:, websearch.com hijack , dialerplatform. Therefore I think they are responsible for first not blocking and second for not cleaning, and third for letting hijackers shut off norton update and scanning features.
They told me they would only help me, and give me an experienced technician , [who could tell me to do more the uninstall and reinstall, their answer for everything] if i paid $40 for remote help.
They did agree to transfer me and talk to me more when I told them I had 10 PC with Norton.360
They disconnected me when i was on hold..
Second call 20 min later....
I reminded them that I had no internet access...and they said they couldnt help me because their advanced support is with a remote connection.
This was the most useless tech support I have had in a long time.
I now have norton running OK on the first machine with only the virus running and using spysweeper for the rest.

And speaking of tech support, I bought spysweeper, since i had good luck with their trial version [which they dont have anymore] because it said they provided live in USA tech support. It did not say that they do this only if you, first find the number on their website. AND PAY. I think this is false advertising. I also bought CA spy-ware for $29 with a $20 rebate total $9 at staples. They told me that norton 360 was useless except for vista. They said it was better then spysweeper but I still cant load it on my PC cause i can only go in in safe mode.
I have 10 PCs in this non-profit with Norton 360. I scanned a third one and it found several problems that it could not fix. It said click for help...I did...and then I just froze going into their support page.
So do I have to uninstall it to use another spyware or CA to clean it? Like i did on the first computer?
The second computer is still not working....running but taking and hour to boot up unless I do safe mode with no network.

seems like all it found was the weatherbug, which I deleted and it did not change things...
