Altough, I think your running out of options to be honest. You have tried 2 different hard drives right? Two completely different models where you don't experience any problems in another PC.
You have tried different IDE cables.
The only remaining issue is motherboard / hdd controller, as mentioned before. Sounds like a short or loose connection, which could have been a result of a power surge cause by your power supply burning out earlier.
If you look at the capacitors onboard your motherboard, these are a common to cause problems, and easy to spot. Look out for capacitors which fat/bloated, or leaking. Apart from that, diagnosing this further will be impossible to do yourself, and the cost of actually repairing any motherboard problems are likely to cost as much as a new motherboard in any case.
Just make sure something silly hasn't happened when replacing the power supply, such a screw fallen and become lodged behind the motherboard for example... you'll really be suprised how often this happens and sometimes you don't even hear them drop. I've dropped a few myself.
