Default Sound Slurring/Slowing

I was hoping to find some help here. Recently I installed a Seagate 250gb hard drive. About two days later my sound began slurring. It sounds like it's slowing down to maybe 1/2 speed or 1/4 speed. My computer also seems to be running a bit slower, (mostly noticable on extracting compressed files. However this is not consistent. If I have no other programs running the sound will not slow down except when I first open an MP3. Be keep in mind, this is not just MP3 files, this is my overall sound, YOUtube videos, AIM sounds, everything. So I am sure my music player(Winamp) is not causing this. Also I JUST installed a new power supply(because I thought this may be the problem)however it was not. Also I have disconnected both of my "storage" hard drives(I have 3 total hard drives) to see if my one of those hard drives (including the new one) was slowing down the sound on my computer. The problem continued. I've ran a 'memtest' that my friend recommended to me, I've also ran some program my friend told me would test my CPU. Still the problem continues.

Also one of the times I restarted my computer, Windows told me that I had bad sectors in my "music" partition (which is a 37gb partition on my new 250gb hard drive). I let Windows repair them, or whatever it said it was doing. I would think that the bad sectors may be the cause, but as I stated before, I disconnected all the hard drives to see if one was causing the problems and the problem persisted.

Anyway, I thought I'd try here first before reinstalling Windows.

I'm running Windows XP SP2.

might be worth running chkdsk on your drives. click start and run and type cmd click enter. In the box go through your partitions leaving the os till last type chkdsk *: /r substitute * with drive letter and allow to run to completion. Finally do the same with your os partition and allow it to schedule for next restart. Beware it will take some time .
Also have a look in event viewer (right click my computer /manage/event viewer) and look around system for possible hard drive problems
If all drives come back ok I would install new sound card drivers I woudl say this first but you have had warnings
