Default PC won't turn on (no power)

Hi, I won't be able to power up my Emachine T2984. There is no response when pushing the on/off button on the PC. Lately, the PC was sluggish and I could hear noises from the power supply. Anyways, I thought the power supply might be bad, so I replaced with a new PS bought from Fry's. With the new PS, I notice a LED on the mother is green when I switched the PS on. I am not sure if this LED supposed to tell anything, but there is still no power to the computer. Could it be that the Motherboard is also bad? Should I buy a new motherboard. Please help!!!

Note: I saw a burned mark and found a loose capacitor inside the old power suppy.

- Is the motherboard light green?
- Check the wattage of your new power supply to make sure it is the same or more than the one that was previously installed in your PC.

- Yes, the motherboard light green.
- With the 20 pin ATX connects to the motherboard, there are no voltages coming out from all the 4-pin 12V molex connectors and other connectors.

Could it be that my new PS is bad? Or, could it be that the motherboard is bad so it doesn't activate those voltages?

If you have a green light on the motherboard, and there is enough power on the PSU, it would suggest that the new PSU is good.

You need to ask what has blown the PSU in the first place. A power surge? (is the PC protected with surge protection)?

How did you determine that there is now power coming from the 4pin molex connector? (A multimeter for example?) Is there any smell of burning around the CPU area? Is there any sign of leakage from any of the capacitors on board the motherboard?

The PC has a surge protection.
I measured with a multimeter. No voltage reading from any of the connectors on the new PSU.
There is no burning smell around the CPU area and the motherboard.
All the capacitor on the motherboard seem to be OK.

Is there a way to test the PSU manually without connecting to the 20 pin ATX connector on the motherboard?

I wouldn't recommend taking the power supply apart, you've done as much as you can do on the PC side. I think your probably better off trying the PSU in another PC, or another PSU?
