Default Stuttering

Alright, my system specs first:
Windows XP Pro Corp.
2GB PC4200 533Mhz, tested for 24 hours with no errors
320GB SATA II Seagate HDD, checked for errors, found none
500 Watt Ultra PSU
SATA II Samsung DVD burner
200GB ATA-150 drive, used for backups
EVGA eGeForce 6500 256MB @ 300Mhz clock speed, PCIe
Pentium D 840 @ 3.2GHz
Intel D945GPM motherboard

My problem:
What seems to be randomly, and at times very frequent, at others intermittent, my entire computer sort of stutters. The video and audio freeze for a few milliseconds then unfreeze immediately. I take very good care of my PC, and constantly look in all the startup folders and in process manager in task manager to see what's running, and have an idea of what causes my CPU usages to do what, etc. As I'm writing this, it stutters every 2-5 seconds, but sometimes it doesn't stutter at all. Generally, directly after a reboot it will not stutter at all for a while, though I can't be sure exactly what causes it to start. It's not just a media player or anything, winamp, windows media player, itunes, and even windows noises stutter. When video is playing, it gets worse, usually lasting for almost a second. Even the mouse jerks, which perplexes me. When this happens, there is NO sign of anything that causes it. CPU stays below 10%, hard drive activity light blinks at normal rate, I have over 1GB of memory free. I have my page file on it's own partition and set to 1500 initial, 2085 maximum. It occurs during WMV playback, MP3 playback, AAC playback, anything you can think of, so it's not limited to a codec. I have no idea why this happens, but similar things happen to my friend. It really irks me that I spent over a thousand dollars building this computer but I can't get it to play back a simple audio file. Also, this problem has arisen recently, I'd say within the past few months. Up until then, I had no problems.

I have upgraded to the latest chipset, SATA, audio, & video drivers, flashed my bios, updated windows, you name it I've probably done it. Below I have included my Hijack this log, if it helps:

The one you may have questions about is startup.bat, that's my own script that just runs a php program I wrote to start trillian and a CPU monitor program some time after startup, to let it start programs at different times and not put so much stress on initial boot.

I've spent hours googling, saw something about turning off audio hardware acceleration, I did so but that hasn't cleared anything up.

If you have any questions, just ask I'll tell you. If anyone has any idea why this may be caused, I would greatly appreciate it.

Also, DMA is enabled on both drives and I have no conflicting devices.
