I have found the following file that may be causing the problem:

The name of the file: ~E5D141.TMP-20103A54.pf
Location: C:\WINDOWS\Prefatch

What is this file and is it safe to delete?

You should be able to remove any temp file without an adverse effect on the program - so long as it isn't running!

Temps files should only stick around for as long as you are running the program and then get deleted automatically once the program terminates. Why not run a complete clean up of windows with the Window Washer util I have included in Downloads...it will delete ALL of your temp files.
