Any help would be great, I've looked all over the net and found no solutions.

During cutscenes and intros on games such as call of duty 4, fall out 3, operation flashpoint, empire total war and batman the sound chops a lot. This isnt is case with video, will play 1080p mkv's with no probs. Every runs smoothly during game play!

System isnt so great but will do for now, running XP SP3 on a p4 2.8, 2gb ram, ati hd 4670 1gb agp which I just got. also the screen seems to flicker a little during game play, I'm running on a 42" HDTV at 1080p and a HP monitor which is also 1080. flickering appears on both. I've forced the monitor at 50hz as it flickers all the time at 60hz which is the recomemded settings for it. I can live with this but the audio thing is really bugging me.

I've recently installed a new hard drive and installed my system from nothing so everything is freash and all driveers, sound, video etc are all up to date. I'm using the realtek on board sound card but this is also the case when uising ati's hdmi sound out put and even my NI Audio Kontrol 1 with it set to mulitmedia and gaming.

Are you running the directX version that is shipped with those games? (I'd pick the one shipped with Fallout 3 out of the 2 you mentioned)
Also, you might want to try disabling the hardware acceleration for sound from the DirectX diagnostic as it can cause issues with some combination of sound cards and drivers.
To do this:
- click start
- click run
- type "dxdiag" without quotes and hit enter
- once the directX check is done go under the "sound" tab
- Halfway in the tab you will find a slider for the hardware acceleration

While you are at it you might also want to run the directX tests and double check that the sound card drivers are updated and the ones for your integrated card.
You might also want to check on the motherboard's website to see which drivers are recommended (although not all manufacturers keep up to date unfortunately).
I got another idea about the why it happens only during cut scenes, but let's take one step at the time.
Please post back with the result of the attempt at running the games without sound acceleration, so once we identify the problem we can sort it out

Done most of the above already, it does make a differents if I turn down hardware acceleration however I can’t turn it off completely as it crackles, so turned to basic. Funny because initially this worked but then it reverted back to chopping, even with all setting the same all be it not as such and tested with all 3 sound options. All driver are defo up to date from manufactures web pages, and directx from games and doubled check with Microsoft. So still in the same boat ;( I also installed AMD’s fusion and modified it to work with my Intel chip to free resources and to see if it helped but still the same issue. I also slightly overclocked my GPU which again has made no different. Any further advice would be great
