Default All games choppy on every setting

Hey, I have been searching and trying everything in my power to try and fix this problem. I can't remember now when it happened and why but all of a sudden games that i could play smoothly on max settings, now can barely run on the lowest. I was able to play Crysis, Left 4 Dead, Mirrors Edge, Warcraft III and even games that are 10 years old like starcraft and diablo 2 glitch out constantly. The choppy gameplay is the same from the highest to the lowest setting. I have uninstalled and reinstalled everything from video drivers to formating my whole computer with no change. I have ran every virus scan, registry fixer, and spyware scan known to man.
If anyone out there has suggestions on how to fix this PLEASE HELP!! I feel my sanity slipping.

Hi MarkMc and welcome to the PCHF,
if you went as far as formatting the whole hard drive and that didn't help, then I'd start looking at the hardware...
Let's see what the temperatures of your computer are both idle and while playing. In my signature you can find a link to SpeedFan, its a handy free program that monitors the temperatures inside your machine.
Once you run it you will be able to see various temperatures along with other information, please post back with the temperature readings of system idle and while playing.

Since we are looking at temperatures... how's the dust level inside the case? Take a look and check if it needs a good cleaning
