Default BioShock Controls are Laggy/Unresponsive

Here is exactly what is happening:

In the game, when I run around in a normal environment I move 1) Slowly, 2) I move according to what I press a second after I press it (ex., I press space and my character takes a second to actually jump), 3) If I am moving foreward and then I let go of the key, my character keeps moving.

This never happened before. The exception right now is that when I am in a bathesphere not looking at a regular environment the movement is not laggy. This problem started happening after the first crash that occured, in a loading screen going to fort frolic. I got past the crash in windowed mode, and I also un-checked the Tablet option in msconfg. I tried changing DoubleMouseBuffer=True to False in Default.ini but when I tried saving the file could not be found; odd. If it could not find the source then how was I playing the game?

A topic said that I would change the DoubleMouseBuffer in BioShock.ini or User.ini but I searched my whole computer and no such files were found.

I tried system restore but my computer would not restore, I kept geting the message at the end that no files were changed due to an unexpected error or something.

The game automatically downloaded updates during installation, and I've downloaded all GPU driver updates.

I've tried windowed mode, lowering settings, using an icon with "-dx9" to run in DirectX 9, Xp SP2 COmpatability mode, and much more other stuff, and I mean there is SO MUCH STUFF I DID I can't remember everything that I did.

I e-mailed 2K Support totally mad, telling them what a not-so-good job their quality assuarance team did and what I've been going through to try to fix this EDIT: Offensive language problem. The game is amazing but all the errors frustrate me. I told them that for me to need to go through the actual code of the game to fix a problem is EDIT: Inappropriate remark

So now, I shall reinstall BioShock. I really, honestly hope it works, because the lag significantly reduces the quality of the gameplay.

Dvd. And I reinstalled, now I can't even get past the crash, I still can't save Default.ini, and the laggy-ness still occurs.

You haven't edited any of the files have you? if so please uninstall completely then re install then update.
Do you know the name of your video card?

I downloaded the file. No change, except that there is an option for POV, but the rest is still the same. I found that Fort Frolic is the only level with the slow movement, but ever level has the same laggy controls. Why did this start happening? I was so happy playing BioShock and now there are so many problems.

I Uninstalled the game again and also used the Securom removal tool to remove the DRM. I reinstalled again and the BioShock.ini actually came up. I changed DoubleBufferMouseLag=True to False, installed the 1.1 patch, started a new game: and guess what happens. It's still unresponsive! I guess my last though is that my actual keyboard is breaking, but it's brand new! And when I press "w" it comes out just as fast as it did before. This game is hopeless.
