It's a PC strategy game based in space. I think the word "War" is in the title, but not 100% sure.

You are a space ship and start with your home planet.
You can then go to neighboring planets and mine resources, and colonize them.
There are also enemy ships doing the same things.
You can attack these enemy planets and ships.
You ultimately want to defeat all enemy ships and planets.
The playing world is seperated into a ton of small squares, with damaging lines between each of the four large quadrants.

It was a PC game, not arcade style. More RTS than anything. Not definitely "war" in the title, but I thought so.

Not Starcraft. It was a very simple game, with graphics similar to Minesweeper. Just a very simple PC game.
