It may be hard to prove, but check for packet loss by going to
Start, Run, and type in
cmd. From the command prompt, type in
ping 216.239.59.103 -t and monitor for a while, check to see if you have any time out, or slow response from google.

Speedtest.net - The Global Broadband Speed Test with you router and you modem.
Check with your ISP for compatibility.
Resetting your router might be one suggestion if it comes to the point where replacing the router is likely.
