Welcome to PC Help Forum

Not a fan of the C&C franchise but I read that not having the latest Windows Updates can effect this installation and cause the issue that you have detailed.

May be a simple thing but did you check that your DVD/CD is completely free from scratches, dirt and smudges?

Also, if you have previously had this game...or the demo...installed on this PC, try this program to remove all elements of it properly, before attempting to re-install it. http://support.microsoft.com/kb/290301

Run the Windows Installer cleanup utility in the link below and remove anything to with CNC3. After you have done that download the latest version of Windows Installer and then try to install your game.

Description of the Windows Installer CleanUp Utility

Latest Microsoft Installer

This is for 32bit Windows only - please post back if you have 64bit windows.
