Default USB controller error

(I'm not sure if this is the right forum, but it IS game related)
Just a little bit ago, my Logitech DualAction Gamepad USB controller would stop working, making me go to my desktop to discover the Logitech Profiler suddenly couldn't detect it. I would click "retry" and it would work again for a while before the same thing happened. Now it won't work for more then a few seconds, if at all, and I get this message:

"a usb device has exceeded the power limits of its hub port"

I did some research, and it looks like that message is usually just a minor annoyance that doesn't usually mean anything. But in this case, it appears to mean something as my controller won't work. I don't know why it would suddenly be taking too much power, I've been using it for well over a year with no problems. I've tried inserting it into different USB ports, unplugging other USB devices, and still nothing.

UPDATE: I heard shutting down the computer and unplugging it for ten seconds would reset the power in the USB ports, and when I tried it, my controller worked for a short time.Would it help to leave it turned off overnight, or is there a way to check if the USB power supply is malfunctioning?

I'm using Windows XP,
other USB devices are a mouse, printer, and Nintendo WiFi USB Connector, and those all work fine.

perhaps
a) There are to many devices on that hub.
b) the hub is defective or worn out.

Firstly my DELL is all USB no PS/2, No Printer Port, No Nuthing. 10 USB's.
Aside from the Normal Goodies, there's a printer, a scanner, Siatek Joystick, CH pedals, Trackir Motion Sensor, APS

I can tell you there are primary, and secondary USB's
and as such a little shifting of responsability works wonders

I don't use a hub, on this machine, but I have before

There's Powered Hubs, and Non Powered Hubs

You can plug a USB-1 Device into a USB-2 Port and everything is fine.

But the reverse, may or may not work
