It appears you've gotten a taste already.
If it is done it should be done by means of BIOS settings and only by users confident enough to know what they are doing.
This is a pursuit where you may well not get the luxury of trial and error if you mess up the wrong setting.
As to knowing whether or not a motherboard is a candidate for it comes down to simply doing your research before buying it and looking into what BIOS options it has.
Some are designed to be next to useless in that regard while others are tailored specifically toward extremely experienced users.
The one thing that seems to be common is the best place to get info is a place where other users with the same hardware hang out and share their tidbits of knowledge and experiences with that hardware.
DFI for example has feedback from some who even had a share in designing certain motherboards so they have a bit of an advantage in so far as knowing what you can and can't do with a given board and that can save end users a headache or two.
Anyone contemplating overclocking has to be prepared to do a lot of research well before ever making the attempt.
The initial post here indicates to me that you are clearly not ready yet and I mean no offense by it.
