With a clock speed of 200Mhz and a 14.5x multiplier, you would be getting 2.9Ghz, I am not familiar with AMD Overdrive but it seems it does not show you live readings. get a program like CPUz to monitor your processor inside windows. according to your settings it should be running at 2.9Ghz constant, but could be running cooler until stressed.
