Default Over or underclocked

Greetings. I know nothing about clocking. So can someone look at this and tell if it's a standard set up? In fact, not sure how to ask my question. Thanks bb

Looking at the first pic i would say it has been underclocked because the normal clock speed for an x2 4200+ is 2.2ghz
