Default DOS and the Web? Opening a file!

Is there a way I can open a .txt file that is on the web from DOS?

For example;
Let's say the file is located at: http://www.mydomain.com/document.txt

Is there a DOS command that I can use to open that file and maybe make it pop-up in windows?

Hello Bagamas, welcome to PCHF.

DOS doesn't have that kind of capability to be honest, unless you have FTP access to the server your trying to download from, or you would need some additional software like: Other DOS Web Browser Downloads

Why such a complicated approach, and what are you trying to achive, what would be the difference between opening up in say Notepad in Windows, or opening it via a web browser?

You have me wondering why now to if you let us know what you want to do we may have anoter method
