Oh well done on the CCleaner.

Could you go to device manager and check there are no yellow symbols located over your network adaptors.Are you using a wireless router?

Checked device manager (no issues), deleted all drivers and reinstalled... Problem still occurring...

Ok now in FireFox and IE quite often addons can cause this type of issue or similar.

I want you to either try disabling a few addons and see wich could be causing the issue.Or disable them all and see if that resolves the issue.Addons are not required for all sites they just filling up space.

This will take some time I know annoying realy.
